หลักการและเหตุผล
ตามที่ ทีมช้าง สัตว์สวนสัตว์ และสัตว์ป่า วิทยาลัยสัตวแพทยศาสตร์อัครราชกุมารี มหาวิทยาลัยวลัยลักษณ์ ได้ดำเนินโครงการสร้างเครือข่ายงานวิชาการด้านช้างและสัตว์ป่าขึ้นตั้งแต่เดือนมิถุนายน 2563 นั้น โดยได้มีการสร้างเครือข่ายความร่วมมือระหว่างหน่วยงานทั้งภาครัฐและเอกชนที่ทำงานเกี่ยวข้องกับช้างและสัตว์ป่า หากแต่ในช่วงต้นของการดำเนินโครงการฯเป็นช่วงที่อยู่ในสถานการณ์ควบคุมโรค covid-19 จึงส่งผลให้การดำเนินการไม่สามารถกระทำได้เต็มที่นัก อย่างไรก็ดี ปัจจุบันสถานการณ์ทุกอย่างดีขึ้น หลายหน่วยงานสามารถกลับมาดำเนินงานได้ตามปกติ
ทั้งนี้ทางทีมช้าง สัตว์สวนสัตว์ และสัตว์ป่าของวิทยาลัยฯ ร่วมกับโรงพยาบาลสัตว์พนาลัย หจก. Finch Inject องค์กร Southern Thailand Elephant Foundation และสวนสัตว์ศรีอยุธยาไลอ้อนปาร์ค จึงเห็นควรจัดทำโครงการ “โครงการฝึกอบรมการวางยาสลบระยะไกลในสัตว์ป่า (Wildlife Chemical Immobilization)” เพื่อก่อให้เกิดการรวบรวมความรู้ แลกเปลี่ยนความรู้ และการต่อยอดความรู้ เพื่อนำไปสู่การปฏิบัติจริงเพื่อประโยชน์ในด้านการบริการวิชาการช้างและสัตว์ป่า รวมไปถึงความร่วมมือในด้านงานวิจัยที่เกี่ยวข้องกับด้านช้างและสัตว์ป่าให้กับสัตวแพทย์ที่สนใจ
ดังนั้น ทีมช้างและสัตว์ป่าของวิทยาลัยสัตวแพทยศาสตร์อัครราชกุมารี มหาวิทยาลัยวลัยลักษณ์ จึงใคร่ขออนุมัติโครงการฝึกอบรมการวางยาสลบระยะไกลในสัตว์ป่า อันจะก่อให้เกิดประโยชน์ต่อการพัฒนาความร่วมมือระหว่างหน่วยงานงานบริการวิชาการเพื่อดูแลสุขภาพและการอนุรักษ์ช้างและสัตว์ป่าในประเทศไทยต่อไป
จุดประสงค์
- เพื่อให้บริการวิชาการด้านการถ่ายทอดความรู้ด้านช้างและสัตว์ป่า
- เพื่อสร้างเครือข่ายการทำงานด้านช้างและสัตว์ป่าในประเทศ
- เพื่อส่งเสริมการสร้างเครือข่ายด้านการเรียนการสอน การวิจัย และการบริการวิชาการระหว่างหน่วยงาน
ระยะเวลาในการดำเนินการ
วันที่ 12-13 พฤศจิกายน 2565
แผนการดำเนินงาน
1. ติดต่อประสานงานหน่วยงานภาครัฐและเอกชนที่ทำงานเกี่ยวข้องกับสัตว์ป่าในประเทศ อันได้แก่ โรงพยาบาลสัตว์ของมหาวิทยาลัย โรงพยาบาลสัตว์เอกชน กรมอุทยานแห่งชาติสัตว์ป่าและพันธุ์พืช องค์การสวนสัตว์แห่งประเทศไทย
2. จัดการประชุมหารือ แลกเปลี่ยนความรู้และประสบการณ์ในการทำงานด้านสัตว์ป่า โดยเฉพาะอย่างยิ่งประสบการณ์ในการจับบังคับสัตว์ป่าทั้ง Physical restraint และ Chemical restraint
3. ดำเนินแบ่งกลุ่มผู้เข้าร่วมอบรมเป็น 2 กลุ่ม โดยมอบหมายภารกิจการจับบังคับสัตว์ป่า 2 ชนิดเพื่อตรวจสุขภาพและเก็บตัวอย่างส่งตรวจโรค จากนั้นให้ผู้เข้าร่วมได้ปรึกษาหารือในการเลือกใช้วิธีการที่เหมาะสมกับชนิดสัตว์และสภาพพื้นที่และวางแผนในการดำเนินการ
4. หลังจากเสร็จสิ้นการจับบังคับสัตว์ มีการประชุมเพื่อสรุปการทำงาน ปัญหาที่พบ และแนวทางการแก้ไข พร้อมทั้งแลกเปลี่ยนประสบการณ์ของแต่ละคน

ผลการดำเนินการ
1. มีสัตวแพทย์ที่ทำงานด้านสัตว์ป่าจาก 9 หน่วยงานได้เข้าร่วมในการฝึกอบรมทั้งสิ้น 32 คน มาจากโรงพยาบาลสัตว์มหาวิทยาลัย 6 คน โรงพยาบาลสัตว์เอกชน 15 คน กรมอุทยานแห่งชาติสัตว์ป่าและพันธุ์พืช 7 คน องค์การสวนสัตว์แห่งประเทศไทย 4 คน
2. มีการจัดตั้งเครือข่ายความร่วมมือระหว่างหน่วยงานทั้ง 9 แห่งเพื่อสร้างความร่วมมือในการดูแลสุขภาพสัตว์สวนสัตว์และสัตว์ป่า นอกจากนี้ยังมีการวางแผนเพื่อแลกเปลี่ยนความรู้ในระยะยาวเป็นประจำทุกปีอีกด้วย

Wildlife Chemical Immobilization Training
for Zoo and Wildlife Network
Principles and Rationale:
The Zoo and Wildlife Team at the College of Veterinary Medicine, Walailak University, initiated a project to establish the project aimed to create collaboration between government and private sector organizations involved in Zoo and wildlife-related work.
The Elephant, Zoo, and Wildlife Team at the College, along with Panalai Animal Hospital, Finch Inject Co., Ltd., the Southern Thailand Elephant Foundation, and Sri Ayutthaya Lion Park, believes it is essential to develop the "Wildlife Chemical Immobilization Training Project 2023" to facilitate the exchange and accumulation of knowledge. This project aims to apply acquired knowledge to practical uses, benefiting academic services for elephants, zoo animals, and wildlife and fostering cooperation in related research for interested veterinarians.
Objectives:
- To provide knowledge transfer in elephant and wildlife management.
- To establish a collaborative network for elephant and wildlife work in Thailand.
- To promote collaborative work, research, and academic services among organizations.
Implementation Plan:
1. Coordinate with relevant government and private organizations involved in wildlife in Thailand, including university animal hospitals, private animal hospitals, the Department of National Parks, Wildlife, and Plant Conservation, and the Zoological Park Organization of Thailand.
2. Conduct meetings for knowledge exchange and sharing experiences in wildlife work, especially in the physical and chemical restraint of animals.
3. Divide participants into two groups for training in animal restraint and health examination. The groups will consult on suitable methods for specific animal species and environmental conditions.
4. After completing the animal restraint exercises, meet to summarize the work, address any issues encountered, and discuss solutions while sharing experiences.

Results of the Operation:
- Thirty-two veterinarians from 9 organizations participated in the training, including six from university animal hospitals, 15 from private animal hospitals, seven from the Department of National Parks, Wildlife, and Plant Conservation, and four from the Zoological Park Organization of Thailand.
- A collaborative network was established among the nine participating organizations to enhance cooperation in the care of animals in zoos and wildlife. Additionally, long-term knowledge exchange plans have been devised and will be implemented annually.
